I guess it was the old girl coming from a distant state every day moving that car around.
He probably had experienced her being charged for any tickets he'd
racked up when it was with a municipality, as they do go after the owner
of the vehicle rather than the driver unless it's a moving violation...
I imagine it's like with insurance, the owner is ultimately
responsible. If someone borrows someone's car and racks up tickets,
in an accident, etc the owner is responsible for the damages. The
owner then has to have the person who borrowed the car to make it good.
That might vary a little from state to state... but generally so... I'm
pretty sure that speeding tickets are the responsibility of the actual
driver, not the owner of the vehicle...
The responsible person will take care of the problem without the law
being sicced on them.
