The National Assembly, led by the ruling Democratic Party of Korea (DPK), passed a contentious anti-fake news bill Wednesday after the opposition's 24-hour filibuster expired, ending a standoff between the rival parties.

The revised Information and Communications Network Act was put to a vote during a plenary session, a day after the main opposition People Power Party (PPP) launched a new filibuster to stall the procedure.

The anti-fake news bill defines false or fabricated information and seeks to ban its circulation across telecommunication networks. It also includes a provision holding media outlets and YouTubers liable for punitive damages of up to five times the amount of losses if they spread disinformation for illicit gains and cause harm to others.


The bill also stipulates that anyone who defames another individual by stating facts with an intent to slander will be punishable by a prison term of up to three years or a fine of up to 30 million won ($20,593).

The opposition has denounced the bill as an attempt to silence the media and infringe on freedom of expression, while the ruling party has said it is aimed at curbing the spread of false and fabricated information and enhancing accountability.

The PPP launched the filibuster, a parliamentary tactic to delay the vote by continuing debate, on Tuesday to prevent the DPK from moving forward with the bill.

It was the PPP's second filibuster in two days after it staged the extended debate Monday to delay the vote for the legislation creating a special insurrection tribunal related to former President Yoon Suk Yeol's failed imposition of martial law.

The PPP set a new record for the longest filibuster, with party leader Jang Dong-hyuk speaking for 24 hours in the National Assembly starting Monday. The insurrection tribunal bill was eventually passed by the DPK using its parliamentary majority.


The PPP's second filibuster is set to reach its 24-hour limit just after noon, clearing the way for the DPK to pass the anti-fake news bill and ending the rival parties' filibuster showdown.

The bill which has now become law controversial posts regarding the Itaewon "Halloween Crush" that occured in 2022. Korea has a tendancy to write laws that are board and far reaching in response to social criticisms. Often at odds with freedom of press, speach, and expression.

There are already laws on the books that make any kind of negative statements criminal, such as "Defamation using truth."

or their strict "privacy of face" laws that exist even in public.

Mostly aimed at protecting politicians, law enforcement, or members of the families of the business conglomerates or Chibol.

This appears to be another such case. Who gets to decide what the real or fake version of a story is? The legislature, the courts, the police?

South Korea is a democracy only because it allows the people to elect their officals.

For those of us unfamiliar, what is Chibol?

Sorry for the misspelling, I spelled it phonetically. The correct angicization is Cbeabol.
The large conglomerates or corporations in Korea are run by large families that have in the past weilded immense political power and have been seen as being legaly untouchable.

OK thanks for the explanation. I think we have some companies like that here also, but I don't think they form a cohesive a unit as it sounds like the Cbeabol does in Korea.
